Predevelopment is underway to build 9 homes on lots identified by the city and the land bank. The homes are available for buyers who meet the program’s income and participation requirements.

Program Checklist
Follow the steps below to get started owning your home!
- Decide if this home is the right fit for you and your family. Explore our website, attend a meeting, or contact us!
- Work with a bank to get pre-approved for a mortgage of at least $220,000. You may use any bank or mortgage lender you choose. Feel free to share our contact information with your lender so we can answer questions about the program.
- Send your pre-approval letter to WelcomeHome@praxia-partners.com. In the same email, let us know your preferred address.
- Work with the Welcome Home team to verify you meet the income qualification requirements.
- Enter into a purchase agreement for your home.
- Receive financial literacy training.
- Watch your home be built. Meet your neighbors and notify your current landlord of the date you will be leaving.
- Make final payments and sign the paperwork to close the purchase.
- Set up utilities in your name.
- Move into your new home!
Eligibility
The individual or purchasing household must have a maximum annual income of 120% of the area median income (AMI) or lower at the time of purchase. Compare your household size to your household income below. Household size includes children. Household income includes all earners over the age of 18.
Program Requirements:
Set by the State of Ohio, these requirements are in place to ensure that all the homes in this program stay in the hands of the people and families who need them. Homebuyers must:
- Commit to residency in the home for at least three years
- Agree to a 15-year deed restriction: If sold within 15 years after purchase, the new homebuyer must be at or below 120% AMI.
- Participate in a financial literacy and homeownership course for 6 months, provided at no cost
- Homebuyer must occupy the home as a primary residence and not rent any portion of it for 3 years after purchase.
- Agree to the State of Ohio Director of Development as a third-party beneficiary of the purchase agreement

Welcome Home Ohio
The Welcome Home Ohio (WHO) program is designed to provide grants for the purchase of qualifying residential properties, the cost of construction or rehabilitation, or nonrefundable tax credits for qualifying activities.
The Ohio General Assembly funded the program in House Bill 96, with $91,250,000 in General Revenue Funds for grants and $20 million in nonrefundable tax credits through the biennium. Governor Mike DeWine signed the bill into law on June 30, 2025. The program is administered by the Ohio Department of Development.
This project is an innovative model for adding value to neighborhoods and addressing the increasing barriers to homeownership for working families. The WHO grant funding will significantly reduce the sale price to homebuyers, making the homes affordable to families at or below 120% AMI.
Community Building Partners has teamed up with local leadership to implement Welcome Home Ohio programs in several communities. CBP created a public-private partnership by marrying state grants with innovative design and experienced construction to deliver attainable homeownership opportunities for Ohioans. Lake County Land Bank

The mission of the Land Bank is to help stabilize and/or increase property values, strengthen communities and help to enhance the overall quality of life for Lake County residents. We accomplish this goal by revitalizing abandoned and/or blighted residential or commercial structures, either by acquisition for rehabilitation and/or demolition. Further collaborative efforts keep an eye towards economic development, creating green space when appropriate, and when possible – making permanent neighborhood improvements.
Often referred to as the “Land Bank,” we are a Community Development Corporation incorporated in the State of Ohio as a not-for-profit. Additionally, the Internal Revenue Service has designated the Lake County Land Reutilization Corporation as a 501(c)(3) organization enabling individuals and other legal entities to donate land and/or make contributions that may receive charitable tax treatment. Also of note is the fact that while statutorily Ohio requires that five of the nine member Board of Directors be an elected officials or community designees, we are not a Lake County Government Agency.
