Predevelopment is underway to build 6 homes on lots identified by the city and the land bank. The homes are available for buyers who meet the program’s income and participation requirements.

Program Checklist
Follow the steps below to get started owning your home!
- Decide if this home is the right fit for you and your family. Explore our website, attend a meeting, or contact us!Â
- Work with a bank to get pre-approved for a mortgage of at least $220,000. You may use any bank or mortgage lender you choose. Feel free to share our contact information with your lender so we can answer questions about the program.
- Send your pre-approval letter to WelcomeHome@praxia-partners.com. In the same email, let us know your preferred address.
- Work with the Welcome Home team to verify you meet the income qualification requirements.
- Enter into a purchase agreement for your home.
- Receive financial literacy training.
- Watch your home be built. Meet your neighbors and notify your current landlord of the date you will be leaving.
- Make final payments and sign the paperwork to close the purchase.
- Set up utilities in your name.
- Move into your new home!
Eligibility
The individual or purchasing household must have a maximum annual income of 120% of the area median income (AMI) or lower at the time of purchase. Compare your household size to your household income below. Household size includes children. Household income includes all earners over the age of 18.Â
Program Requirements:Â
Set by the State of Ohio, these requirements are in place to ensure that all the homes in this program stay in the hands of the people and families who need them. Homebuyers must:Â
- Commit to residency in the home for at least three years
- Agree to a 15-year deed restriction: If sold within 15 years after purchase, the new homebuyer must be at or below 120% AMI.
- Participate in a financial literacy and homeownership course for 6 months, provided at no costÂ
- Homebuyer must occupy the home as a primary residence and not rent any portion of it for 3 years after purchase.
- Agree to the State of Ohio Director of Development as a third-party beneficiary of the purchase agreement

Welcome Home Ohio
The Welcome Home Ohio (WHO) program is designed to provide grants for the purchase of qualifying residential properties, the cost of construction or rehabilitation, or nonrefundable tax credits for qualifying activities.
The Ohio General Assembly funded the program in House Bill 96, with $91,250,000 in General Revenue Funds for grants and $20 million in nonrefundable tax credits through the biennium. Governor Mike DeWine signed the bill into law on June 30, 2025. The program is administered by the Ohio Department of Development.
This project is an innovative model for adding value to neighborhoods and addressing the increasing barriers to homeownership for working families. The WHO grant funding will significantly reduce the sale price to homebuyers, making the homes affordable to families at or below 120% AMI.
Community Building Partners has teamed up with local leadership to implement Welcome Home Ohio programs in several communities. CBP created a public-private partnership by marrying state grants with innovative design and experienced construction to deliver attainable homeownership opportunities for Ohioans. These new homes are made possible with a State of Ohio Department of Development’s Welcome Home Ohio grant. Richland County Land Bank

ABOUT THE RICHLAND COUNTY LAND REUTILIZATION CORPORATION (LAND BANK)
The Land Bank is a 501(C)3) nonprofit corporation. Our Mission is to make a positive, sustainable impact on Richland County by strategically acquiring vacant and abandoned properties, reducing blight, rehabilitating and developing properties, stabilizing and revitalizing neighborhoods, and improving the quality of life for our residents. Since 2013, the Land Bank has successfully received $16,288,000.00 in grant funding for demolition and Brownfield clean-up projects. We also received $2,500,000.00 in grant funds to offer exterior rehab for owner-occupied properties. The Land Bank is proud to be the recipient of $600,000.00 from the State of Ohio’s Welcome Home Ohio program, bringing funding to support affordable housing initiatives. This program is part of a statewide effort to increase access to homeownership for income-eligible Ohioans.
While the first 6 homes are to be built in Shelby, we intend to apply for additional funding to develop in other Richland County communities. The Welcome Home Ohio program is a step forward in addressing our County’s housing needs and providing a pathway for residents to achieve homeownership. The Land Bank has partnered with Community Building Partners to bring this project to fruition.
How does the Land Bank acquire properties for redevelopment?
The Land Bank will acquire the majority of its properties through a tax foreclosure after each property was offered at Sheriff’s sales twice without a minimum bid, resulting in forfeiture to the State of Ohio. The Land Bank may accept title to a delinquent property in lieu of the County Treasurer pursuing a tax foreclosure. The Land Bank may acquire properties through this process when it will be more efficient than the tax foreclosure, and the property is not otherwise encumbered by subordinate liens. This process does not provide the same free and clear title outcome as a foreclosure judgment.
The Land Bank may acquire properties from governmental entities like Fannie Mae and HUD, banks and financial institutions, and from donations by private parties.
